<br />Metro Plan, Policy F .13: Support transportation strategies that enhance neighborhood livability. <br /> <br />Metro Plan, Policy F.14: Address the mobility and safety needs of motorists, transit users, <br />bicyclists, pedestrians, and the needs of emergency vehicles when planning and constructing <br />roadway system improvements. <br /> <br />A1etro Plan, Policy F.23: Require bikeways along new and reconstructed arterial and major <br />col/ector streets. <br /> <br />Metro Plan. Policy F.26: Provide for a pedestrian environment that is 'H'ell integrated with <br />mliacent land uses and is designed to enhance the sqfety, comfort, and convenience of walking. <br /> <br />Response; <br />The proposed development will be served by the existing streets (River Road, Hunsaker Lane, <br />Green Lane). Bike lanes currently exist on River Road and the applicant will construct bike lanes <br />on Hunsaker Lane as required at the time of future development. The development wilt be easy <br />to get around, and to do so on foot with an enhanced pedestrian connection at Green Lane that <br />will provide a linkage between commercial development to the north and residential <br />development to the south All streets will have wide sidewalks, some of them setback from <br />vehicle traffic. It wilt be convenient, and safe, to walk within the subject site and to nearby <br />commercial and residential activity centers. The provisions of the text amendments to the <br />refinement plan provide additional scrutiny to future design elements and amenities that must <br />entail size limitations appropriate to the needs of pedestrians and cyclists. As such this policy is <br />supported by the proposed amendments. <br /> <br />G. Public Facilities and SelTices Element <br /> <br />Response; <br />Metro Plan, Policy G.l: Extend the minimum level and full range of ke..v urban facilities and <br />services in an orderly and efficient manner consistent with the growth management policies in <br />Chapter lI...8, relevant policies in this chapter, and other Metro Plan policies. <br /> <br />The parcels affected by this application are currently within the Urban Growth Boundary and are <br />annexed into the City of Eugene. The annexation was made in compliance with an acknowledged <br />comprehensive plan and implementing ordinances, and established the availabllity of urban <br />facilities and services. A detailed analysis of the availability of those services is contained in the <br />applicant's response Statewide Planning Goal 11 - "Public Facilities and Services." Those <br />responses are hereby incorporated by reference. <br /> <br />Therefore, with regard to the Public Facilities and Services Element of the Metro Plan, the City <br />can find that the proposed amendments will not make the Metro Plan intel11ally inconsistent. <br /> <br />II Parks and Recreation Element <br /> <br />Response: <br />The changes proposed by this application will have no impact on any recreation area, facility or <br />opportunity that has been inventoried and designated by the Metro Plan or any relevant facility <br />plan regarding the City's recreational needs, The recreational needs of the community are <br />adequately met by the existing and planned facilities enumerated in the City of Eugene Parks, <br /> <br />Santa Clara - Zone Change Application <br />Written Statement - August 2, 2007 <br /> <br />Page 16 of41 <br />
