A <br />detailed analysis of the subject site in relation to the various parks and recreation system studies, <br />inventories, refinement plans, and facilities plans is contained in the applicant's response <br />Statewide Planning Goal 8 - "Recreation." Those responses are hereby incorporated by <br />reference. With regard to the Parks and Recreation Element of the Metro Plan, the City can find <br />that the proposed amendments will not make the Metro Plan internally inconsistent. <br /> <br />I Historic Preservation Element <br />Response: <br />The changes proposed by this application will have no impact on any historic resource that has <br />been inventoried and designated by the Afetro Plan or any relevant facility plan or inventory <br />regarding the City's historic resources. With regard to the Historic Preservation Element of the <br />Atetro Plan, the City can find that the proposed PAPA will not make the Aletro Plan internally <br />inconsistent. <br /> <br />1. Energy Element <br />lvfetro Plan, Goal 1: lyfaximize the conservation and efficient utilization of all types of energy. <br /> <br />Response: <br />The proposed PAPA and subsequent development of the site will encourage conservation and <br />efficient utilization of energy by a concentration of employment, services and residences on the <br />site, and enabling transit services to the site. <br /> <br />Metro Plan, Policy J.3: Land allocation and development patterns shall permit the highest <br />possible current and future utilization of solar energy/or !3pace heating and cooling, in balance <br />with the requirements of other planning policies~ and <br /> <br />Response: <br />The applicant shall design future development according the standards of the Eugene <br />Development Code includes all standards relevant to solar orientation. <br /> <br />lvletro Plan, Policy J.8: Commercial, residential, and recreational land uses shall be integrated <br />to the greatest extent possible, balanced with all planning policies to reduce travel distances, <br />optimize reuse of waste heat, and optimize potential on-site energy generation. <br /> <br />Response: <br />The requested approval of the PAPA proposed herein, if approved, will enable the subsequent <br />zone changes and development of a residential and commercial mixed-use development that <br />shall provide employment, services and residential opportunities. Workers and residents will <br />have the option to obtain dining, shopping, and other commercial amenities less than a mile from <br />the subject site consistent with Policy J.8's mandate to balance all planning policies to reduce <br />travel distance. Existing residential neighborhoods are adjacent to the subject site.
