As such, the su~ject property is providing for compact urban
groVvth and has the essential services available for development. As defined in the glossary of
the Metro Plan compact urban growth is defined as:

The .filling in of vacant and underutilized lands in the. UOB, as well as redevelopment
inside the UGB.

The amendments will allow compact urban growth to occur on lands that are currently \vithin the
UGB and underutilized for an urban area. Recognize and maintain the predominately lmv-density
character o.fthe area consistent with the Metro Plan. [Ee 9. 9610(2)(a)]

Response:
Asdiscussed under the Goal 10, the proposed PAPA seeks to remove 7.3 acres ofland from the
Low Density Residential land base and to add approximately 1.3 acres of land to the Medium
Density Resignation land base (see details under Goal 10 for more information). The change is in
compliance with Goal 10 and the amount of change in the supply of low density residential land
amounts to 0.2%, a relatively minor amount of land. The location of the land, near a major
arterial and a major collector and near commercial opportunities, does not make it an efficient
location to develop at low density levels. The applicant proposes to offset the loss of the low
density residential land with additional medium density residential land that is more appropriate,

Santa Clara - Zone Change Application
Written Statement - August 2, 2007
