<br />K Citizen Involvement Element <br /> <br />ldetra Plan, Goal: Continue to develop, maintain, and refine programs and procedures that <br />maximize the opportunity fiJr meaningfUl, ongoing citizen involvement in the community's <br />planning and planning implementation processes consistent with mandatory statewide planning <br />standards. <br /> <br />Response: As noted in applicant's findings regarding Statewide Planning Goal I, Citizen <br />Involvement, the City's acknowledged program for citizen involvement provides citizens the <br />opportunity to review and make recommendations in \\'Titten and oral testimony on the proposed <br />amendment, consistent with Goal 1. The action proposed is consistent with and does not amend <br />the citizen involvement element of the Metro Plan. <br /> <br />EC 9.8865(2) The proposed zone change is consistent with applicable adopted refinement <br />plans. In the event of inconsistencies between these plans and the Metro Plan, the Metro Plalt <br />controls. <br /> <br />Response: <br />The subject property is within the boundaries of the River Road/Santa Clara Urban Facilities <br />Plan (RRJSC). The adopted RRISC "Land Use Diagram" designates the property as Government <br />& Education north of Green Lane and Commercial south of Green Lane and on a portion of the <br />development site adjacent to River Road. <br /> <br />Regarding consistency of the proposed zone change with the RRJSC Land Use Diagram: <br />Concurrent with this zone change application, the applicant has submitted an application to <br />amend the refinement plan. The applicant proposes to amend the refinement plan designation to <br />apply a Commerc1al designation to the subject site north of Green Lane and Medium Density <br />Residential designation south of Green Lane (see Exhibit E.3).If the concurrent amendment to <br />the diagram changing the designation of the property is approved, the proposed zone change will <br />be consistent with and implement the RRlSC designation. <br /> <br />The follmving narrative demonstrates consistency of the proposed zone change with the <br />remainder of the adopted refinement plan: <br /> <br />River Road/Santa Clara Urban Facilities Plan: General Land Use Policies (p. 2-7) <br /> <br />RR/SC, General Land Use Policy 1.0. A1inimize land use conflicts by promoting compatibility <br />benveen land uses, especially among residential, commercial-industrial, and commercial- <br />agricultural uses. fEC 9.9610(1)] <br /> <br />Response: <br />The amendment facilitates a commercial development that provides benefits for the city and <br />regional population and provides varied employment. Economically, the development pays <br />property taxes and is a jobs provider. The residential component of the proposed amendment.,> <br />will extend the existing Medium Density Residential designation to the west in a logical manner <br />that and will enhance the supply of land available for higher density development within the <br />Santa Clara subarea. The future development of the site will incorporate landscaping and other <br />features to enhance its compatibility with the residential uses to the east.
