Amenities shaD <br />include two or more of the design elements from Recommendation No.7. <br /> <br />Response: <br />The recommendations in the subarea categories are neither policies nor proposed actions and <br />therefore are not prescriptive. They have been adopted into the Eugene Code asEe 9.9610(12). <br />Although adopted into the Eugene Code, the recommendations are adopted for the purpose of <br />evaluating applicable adopted plan policies when revie\ving applications pertaining to <br />subdivisions, partitions and site review (EC 9.9500). In the case of this refinement plan <br />amendment the recommendations of the River RoadlDivision subarea are reviewed outside of <br />their context within EC 9.9610(12). The proposed plan amendment will facilitate the <br />development of a commercial and medium density residential project v.~thin the area identified <br />in the text amendment. <br /> <br />Adoption of the proposed amendments and subsequent development win facilitate development <br />of the su~ject site in substantial conformance \vith the mixed-use center identified within Trans <br />Plan and the Metro Plan (potential nodal development area 5C). The City, as the jurisdiction with <br />development review authority for the subject site, will detemline whether the development <br />would conflict with adjacent residential areas (and, if so, what conditions of development will be <br />necessary) as part ofthe required Site Review process. <br /> <br />For the reasons stated, the plan amendment provides an effective transition from commercial to <br />residential use and thus is consistent \\>1th these recDmmendations of the RRJSC refinement plan. <br /> <br />EC 9.8865(3) The uses and density/hat wUlbe allowed by the proposed zoning in tI,e locatiolt <br />of the proposed change can be served t!trough the orderly extension of key urban facilities altd <br />services. <br /> <br />Response: <br />The discussion of compliance with Statewide Planning Goal 11 - "Public Facilities and <br />Services:~ and Goal 12 - "Transportation" in the findings regarding the Statewide Planning <br />Goals (see below) are incorporated herein by reference.
