Goal 6 - Air, Water and Land Resources Quality: To maintain and improve the quality of the air, water and land resources of the state. Response: Nothing in the proposal or the character of the site or potential uses indicates a tuture development that would compromise air, water and land resources. Future development of the site will be in conformance with local, state and federal law including aspects of the Eugene Code. The subject site is not within the Natural Resource Overlay Zone (/WR) or the Waterside Protection Overlay Zone (/WP). As indicated in findings regarding Goal 11, incorporated herein by reterence, options for accessing or providing the necessary urban services are available. Therefore, the amendments are consistent with Goal 6. Goal 7 - Areas Subject to Natural Disasters and Hazards: To protect lift and property .Ii'om natural disasters and hazards. Response: Goal 7 addresses natural hazards and requires that local govenunent<; inventory risks for floods, landslides, earthquakes and related hazards, and wildtires among others and implement appropriate safeguards when planning for development in areas of natural hazards. The Alulti- hazard Alitigation Plan for the Eugene!.{",pringfield Aletropolitan Area (Metro Hazard Plan) was adopted by Eugene on November 8, 2004; this plan is non-regulatory but provides an inventory of known hazards. The Metro Hazard Plan does not identify any known hazards within the area of the subject site. Furthemlore, the subject area is outside of the 100 year and 500 year flood plains. There are no adopted or non-adopted maps that identify the subject site to be within a knmvn haz.ard area. Future development on this site will include a full analysis of hazard risk and mitigate the risk through appropriate construction. As such this amendment is in compliance with Goal 7. Goal 8 - Recreation Needs: To satisfy the recreational needs of the citizens of the state and visitors and, where appropriate, to provide for the siting of necessary recreational facilities including destination resorts. Response: The City of Eugene has adopted the following documents which are relevant to Goal 8: . Eugene Parks, and Recreation Plan, 1989 . River Road/Santa Clara Urban Facilities Plan, 1987 . Eugene Springfield l\1etro Area General Plan Update, 2002 . Eugene Springfield Tram;;Plan. amended 2002 . Eugene Parks, Recreation and Open Space Project and Priority Plan, 2006. The City of Eugene has endorsed the follo\\-1.ng document which is relevant to Goal 8: .
