The City adopted the following document, however LUBA remanded the City's adoption; the document continues to serve as the City's aspirational and guiding parks, recreation and open space document: · City of Eugene Parks, Recreation and Open Space Comprehensive Plan, February 2006 Oregon Administrative Rule 660-015-0000(8) (Di visi on 23) establishes that current and fllture needs for recreation shaH be planned for by responsible governmental agencies: . in coordination with private enterprise, · in appropriate proportions; and · in such quantity, quality and locations as is consistent with the availability of the resources to meet such requirements. The proposed Metro Plan Land Use Diagram amendment will have no impact on any recreation area, facility or opportunity that has been inventoried and designated by the Metro Plan or any relevant facility plan regarding the City's recreational needs. None of the various studies, inventories, refinement plans, and facilities plans list this specific site in an adopted inventory, or declare it a significant resource. The Eugene Parks, and Recreation Plan (1989) does not list the project site as an existing, proposed or needed facility. In addition, the City of Eugene Parks, Recreation and Open Space Comprehensive Plan (2006) does not list the project site in "Table B-5: Parks and Open Space Inventory: River Road./SantaClara Planning Sub-area" and does not identify the site on the "Existing and Needed Parks, Recreation and Open Space Resources Map." The Rivers to Ridges Metropolitan Regional Open Space Study does not show the site on the "Metropolitan Regional Parks and Open Space Study Vision Map." The Eugene Parks', Recreation and Open Space Project and Priority Plan does not indicate the site as an existing or proposed facility on the "River Road/Santa Clara Area Existing and Proposed Parks, Recreation and Open Space Resources Map" and does not list the site or any related project on "Table 1: Proposed Projects & Priorities for Parks, Open Space and Recreational Facilities:' Conclusion: Changing the plan diagram designation of this site does not affect a recreation area, facility or opportunity inventoried and designated by the acknowledged plan to meet the City's recreational needs. The City of Eugene is not required to apply Goal 8 when considering the consistency of the proposal and can find that the plan amendment is consistent with Statewide Planning Goal 8. Goal 9 - Economic Development: To provide adequate opportunities throughout the state far a variety of economic activities vital to the health, welfare, and prosperity afOregon's citizens. Response: Statewide Planning Goal 9 - Economy of the State, requires communities to inventory, plan, and zone enough commercial and industrial land to support the diversification and improvement of Santa Clara - Zone Change Application Written Statement - August 2, 2007 Page 32 of41
