The IIA. determined that, should the City choose to invoke OAR 660-012-0060(3), the circumstances of the impact preclude the need for mitigation under the requirements of that section. Nonetheless, certain minor improvements are proposed as conditions of approvaL The TIA has determined that, with the proposed conditions in place, the PAPA has no signiiicant effect under the criteria of OAR 660-012-0060(1).
