The Analysis section indicates the TransPlan regional level of service standard, based upon volume to <br />capacity ratios, however, the City of Eugene also has a delay based level of service standard for <br />signalized intersections outside tbe CATS area of LOS "D" and LOS "E" for unsignalized <br />intersections and signalized intersections within the CATS boundary. SigCap is an analysis tool <br />primarily intended to provide the analyst with information used in planning applications and may <br />be useful to compare traffic conditions and design alternatives at individual signalized intersections. <br />Individual'movement vie ratios such as those indicated in Table 4 are not appropriate for <br />determining compliance with agency (City) mobility standards, such as for Eugene's LOS '.'D" for <br />sig'naUzed intersections, rather vie ratios sllQuld be used only for determining compliance with State <br />mobility standards for State facilities. <br /> <br />As indicated on the SigCap worksbeets in Appendix F (Intersection Performance Calculations), the <br />overall LOS at the intersectioD of River Road and HunsakerlIrving in the no-build is LOS E with <br />96% saturation assuming a signal timing cycle length of 120 seconds and LOS E with 970/0 <br />saturation with the same signal cycle length. As indicated in OAR 666-012-0060(1)(c)(C), the plan <br />amendment must not "Worsen the performance of an existing or ptamted transportation facility that <br />is otherWise projected to perform below tlte minimum acceptable performance standard identified in <br />the TSP or comprehensive plan ff as measured at the end of the planning period identified hi the <br />adopted transportation system plan (2015). Once projected volumes are adjusted as noted in <br />comment #3 above, the degradation in performance will be even greater. <br /> <br />6: Based on the missing information djscussed above, staff anticipates that Public Works will not be <br />able to concur with the analysis provided and conclusions indicated on pages 21 and 22 of the TPR <br />analysis.
