Transportation Analyst, City of Eugene <br /> <br />cc: Ed Moore, Sr. Plmmer, ODOT, Area 5 <br /> <br />FROM: Shashi Bajracharya, Lane County, Transportation Planning <br /> <br />Subject: Scope for TIA on River Rd / Hunsaker property (former Santa Clara <br />Elementary School) <br /> <br />Staff at Lane County Transpoltation Planning h3..<; reviewed the Branch Engineering <br />request for a TIA scope proposal and the City of Eugene TIA scope response received on <br />April 11, 2007. The proposal is for Zone change and Metro Plan amendment for the <br />properties fOffiler!y owned by Santa Clara Elementary School which is annexed into the <br />City of Eugene limits. Lane County generally concurs \vith the City of Eugene scope. The <br />follov,ring are the additional requirements applicable for Lane County Roads. <br /> <br />The subject properties abut three roads. Hunsaker Ln to the north is a county road; <br />functionally classified as an Urban Minor Collector Rd. The section of River Road to the <br />west of the properties is under the City's jurisdiction. Green Ln to the south of the <br />properties is also tmder the City's Jurisdiction. According to the Intergovernmental <br />Agreement between the City of Eugene and the County, Hunsaker Ln and Green Ln aTe <br />under county's maintenance jurisdiction. LC chapter 15 governs roads in Lane County's <br />operation and maintenance jurisdiction. This code can be vievv'ed at www.lanecountv.on~, <br />then follow the link "Lane Code". LC 15.697 specifies the LC Traffic Impact Analysis <br />Requirements. <br /> <br />Pursuant to LC 15.697 (I) (c), a traffic impact analysis is required as part of a complete <br />land use application when any plan amendment proposal is considered. The following are <br />the requirements of a TIA that studies the impacts of the plan amendment proposal. <br /> <br />(1) The TIA shall evaluate all road facilities \vhere direct access is proposed, <br />including proposed access points, nearby intersections, and the nearest major <br />intersections with a traffic signal. We concur \vith the City of Eugene's <br />intersection study requirements. The TIA shall document compliance with the <br />goals and policies of the applicable transpOltation system plan. <br /> <br />(2) The TIA shall document compliance with the requirements and guidelines of LC <br />15.696 Roadvv'ay Performance Standards. Lane County uses vie as the basi(; peak <br />hour performance. Per Table 4-Maximum Volume to Capacity Ratio (vie) Peak <br />Hour Operating Conditions 011 Lane County Roads, the applicable v/c ratio to <br />achieve within the Eugene-Springfield Metro area is 0.85. <br />
