<br />(3) When analyzing signalized intersections the overall performance of the <br />intersection in telTI1S of vlc must be reported. For All-Way Stop Controlled <br />intersections the Level of Service Standards for the overall intersection <br />performance must he used. For Two-Way Stop Controlled intersections the vie <br />capacity ratio specified above shall be the performance standard for the analysis <br />of approaches that are not stopped. <br /> <br />(4) Pursuant to LC 15.697(4) (a), the analysis shall analyze the performance of the <br />intersections for a full built-out year and the planning horizon of 20 years. The <br />proposal did not mention a fun built-out year. If the performance exceeds the <br />maximum standards, the analysis shall propose road dedications and <br />improvements for capacity increases; implementation of demand management <br />strategies; or other suitable mitigation measures. The mitigation proposal shall <br />comply with adopted plans and requirements of affected facility jurisdiction. <br /> <br />(5) Lane County Transportation Planning concurs \Iolith the proposal to use LCOG trip <br />generation data and EMME2 model for trip distribution and assignments. <br /> <br />.", <br /> <br />(6) We concur with the City's manual reference. HCl\1 2000 is the guiding standard. <br />Lane Manual 15.450 provides additional approved Roadway Design Standards <br />and Recognized Guidelines for use in a TlA. Latest editions of the publications <br />may be used if available. <br /> <br />(7) The TIA shall analyze crash experience in the proximity to the site. It will also <br />evaluate and certify site distance availability, queuing at intersections, access <br />points of importance. The study shall recommend dedications, improvements and <br />other measures required for deficiencies, if found any, conforming to the <br />requirements of LC15.697 (7), The study shall also e\:aluate site circulation and <br />alternative modes of transportation such as bike and pedestrian needs. <br /> <br />(8) New accesses to the proposed development should be consistent with our Access <br />Management Standards and that access should he analyzed in the T1A and <br />planned as tar east as possible on Hunsaker to avoid conflicts and blockages with <br />signal queues. Lane County is interested \vhether the new development will have <br />accesses from Green Lane, <br /> <br />(9) Hunsaker 1..n- Beaver St is planned for urban improvements in the Lane County <br />Transportation System Plan. This development proposal needs to accommodate <br />tIus future project. This project had been previously programmed in our erp for <br />FY 09-10 but funding has been dropped due to financial constraints. <br />
