Many <br />Eugene neighborhood refinement plan designations reflect current use of public <br />properties, such as scho.als and fairgrounds, as '"Gavernment and Educatian." \Vhen the <br />refinement plans were prepared (often aver 15 years aga), it was not forecast that schaal <br />districts may discontinue schaal activities and sell these properties. The timing of w.1is <br />Metro Plan diagram update corresponds with District 4J's dispasitian af t\VO school sites, <br />Santa Clara and Westmoreland Elementary Scho.ols. It would be efficient if the land use <br />designation were determined at this time, sa as to. inform the zane change application, if <br />possible. On the ather hand, more public discaurse about the future use af these <br />praperties could be required, at 4J's expense, if the sites were designated Government <br />and Education and refinement plan amendt--nents required prior to or concurrent with any <br />zone changes. Amendments to the Metra Pla.l1 diagram will not automatically change the <br />refine;meJ!t pl~'1s, ?utco.u1~ ~nforrn future interpretations. T~e 'written testimony provides <br />.- -~--aaiaregardlniilie-intenm--nailife"of -tbe~',:Govemment. and Institutional"des-ign-ation, <br />current Metra Plan designations, and zaning of these sites. <br /> <br />The old 11etro Plan "blob" diagram shows co.mmercial designation extending along bou~ <br />sides of River Road, to. just narth of Hunsaker Lane. The rest of this area is designated <br />Low Density Residential. The Metro Plan diagram cauld suggest that some Commercial <br />is on the Santa Clara School site. Narrow commercial zaping patterns suggest that the <br />Commercial designatian is not so wide as to encompass the entire school property. <br /> <br />The River Road-Santa Clara Urban Facilities Plan (a non-site specific refinement plan) <br />appears to designate the entire Santa Clara School site as Education. The plan narrative <br />recognizes problems created by tbe strip commercial development patterns along River <br />Road and encaurage buffering between commercial and residential uses. Palicies in.the <br />plan discaurage linear expansian of the strip commercial development patterns, but allow <br />expansian "by infilling, redevelopment. or eJ..pansion onto contiguous property that does <br />not front on River Road" t'Policy 3.0, page 2-18) and to locate new neighborhood <br />commercial uses "mvay from Rilla Road in locations that facilitate the provision of <br />commercial facilities scaled to a residential area and that al101v f..'w dispersal of uses <br />throughout River Road-Santa Clara" (policy 6.0, page 2.19). Palicy 22.0 in the Eugene <br />Commercial Lands Study (1992, adopted as a refinement af the Metro Plan) states, in <br />part, <'Recognize that the commercial sites design.ated in the RivelRoad/Santa Clara <br />Urban Facilities Plan provide adequate commercial supply for the area. . ." (the Santa <br />Clara school site is not designated Commercial in the RRlSC Urban Facilities Plan]. <br />Policy 11.0 states, <'Promote neighborhood-oriented commercial facilities and community <br />commercial areas rather than additional major retail centers," <br /> <br />Metro Plan Periodic Review Text and DiagnuIl Amendments Staff Notes <br />City Council Agenda page 328 <br /> <br />Page 26 of 28 <br />
