I own 3.6 acres on the south side of Crest Dr.
opposite Wills Court. In the past two years, I have been working with the City on an infill
development project known as Crest Meadows PUD. Although lengthy in process time, I am
confident the design solution met the satisfaction of the Neighborhood Association, City planners,
and developers on behalf of the future home owners who desire to live in south Eugene.

The challenging problem of the improvements to Crest Dr. you are currently discussing is an
issue with me and many of the neighbors I have spoken with as we worked on the site. Being a
road builder by trade and having to negotiate the existing narrow streets with trucks as we work in
the area is just plain not safe! Add bicycles to the mix and you have a disaster waiting to
happen. Make the road even narrower, and it becomes a liability.

When we began our design of Crest Meadows, the City required us to improve our frontage of
Crest Drive for a 27 foot wide street which allowed for a bike lane and some parking. There is an
existing 60 foot right of way owned by the City where Crest Dr. runs and that makes sense.
Being this is the City of bikes, and this is the major access route from the south west
into downtown, providing for bike travel was a "no brainer". However, this was then changed to a
21 fooot street and they elimenated the bike lane and parking. This was then changed again to
add back parking (all changes required by the City Public Works Dept.), and the design was
- 5 -
Crest Drive CSS Design Recommendation Public Testimony 2/14/08 through 4/8/08
