Currently, as you know, the road surface contains numerous potholes which serves to <br />slow traffic.Also there are no center medians or curbs,so if I'm biking one of these streets and <br />a motor vehicle wants to pass me,they merely go around me by crossing over into the oncoming <br />lane when it is safe to do so. <br /> <br />Under the recommended design by the Crest Drive Citizens Team, all streets would be nine feet <br />wide with a center median and curb.Bicyclists traveling a road of this width should ride in the <br />center of the lane to prevent motorists from passing them when there isn't enough room for the <br />motor vehicle to pass.This is according to ODOT's Bicycle Manual. Also I am a cycling <br />instructor,certified by the the League of American Bicyclists and concur that cyclists need to ride <br />in the center of a lane when that lane is too narrow for both the cyclist and the motor vehicle. As <br />you can imagine,a cyclist traveling at four to five MPH uphill with anxious motor vehicle <br />drivers closely following without the ability to pass(due to center medians and curbs) is an unsafe <br />situation. <br /> <br />I would like to see the streets improved and the neighborhood retain its rural appeal,but not at the <br />cost of someone being injured or killed. <br /> <br />I recommend adding a bicycle lane to the current street design. <br /> <br />Very truly yours, <br /> <br />Richard Hughes <br />P.O. There was not enough consideration <br />given to bicyclists during this process. Given the overwhelming voting power of those living on <br />the streets it was impossible to adequately represent other user groups of the Crest streets. It is <br />now the councils responsibility to represent other user groups of the Crest neighborhood streets <br />and bring a balanced approach to this decision making process. <br /> <br />It is understandable given the fee assessment guidelines for those living along the streets that <br />- 10 - <br />Crest Drive CSS Design Recommendation Public Testimony 2/14/08 through 4/8/08 <br />
