<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Approval of Minutes, Findings and Recommendations from the Hearings Official and <br />Adoption of Resolution 4941 for Concrete Alley Paving, and Constructing Wastewater <br />th <br />and Stormwater Systems on 6 Alley between Tyler Street and Polk Street <br />(Job #4527) <br /> <br /> <br />Meeting Date: May 12, 2008 Agenda Item Number: 2C <br />Department: Public Works-Engineering Staff Contact: Michelle Cahill <br />www.eugene-or.gov Contact Telephone Number: 682-6855 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br />The City Council is being asked to approve the Hearing Official’s Minutes, Findings and <br />Recommendations dated May 5, 2008, and adopt a resolution forming a Local Improvement District <br />th <br />(LID) for concrete alley paving and constructing wastewater and stormwater systems on 6 Alley <br />between Tyler Street and Polk Street. <br /> <br /> <br />BACKGROUND <br /> <br />The project design and bidding was initiated as a poll petition by the City, in July of 2007. The project <br />costs appeared to increase as design progressed and a review of support was done in February of 2008. <br />Property owners who represent 60.8% of the assessable cost within the boundaries of the proposed Local <br />Improvement District (LID) continued to support the project. The City Engineer initiated the <br />preparation of plans and specifications, pursuant to Section 7.160(8) of the Eugene Code, 1971, on <br />March 25, 2008. <br /> <br />Bids were opened on April 10, 2008, with H & J Construction as the apparent low bidder. Property <br />owners were notified of the pending LID hearing ten (10) days prior to the hearing as required by <br />Eugene Code. The LID formation hearing was held on April 21, 2008, to review the bid information, <br />confirm whether the LID should be formed and to identify any special conditions that should be <br />included in the resolution forming the LID. Two property owners attended the hearing (see Hearings <br />Official Minutes). No remonstrance has been received. <br /> <br />Financial And/Or Resource Considerations <br />Based on the low bids received, the costs, listed below are the total estimated assessment costs plus <br />contingency for the local improvement district.
