<br /> <br />Total Estimated Assessable Cost $109,620.00 <br />Total Estimated City Cost $ 59,970.00 <br /> <br />The City cost is primarily for the wastewater system rehabilitation work and improving access to the <br />stormwater system. <br /> <br />Alley assessments are based on both frontage and area calculations in the following manner: <br /> <br />The front footage of a parcel along the alley and its’ square footage area (within 160 feet of the <br />improvement frontage) is ascertained and that footage and square footage shall be weighted on the basis <br />of the parcel’s existing use and zoning. The existing use factor shall be multiplied by the frontage. The <br />permissible use by zoning factor will be applied to the area. The combination will determine the <br />assessable portions of the project to each individual parcel. One-half of the general costs and overhead <br />of the project shall be apportioned on the basis of weighted frontage and one-half on the basis of <br />weighted area. <br /> <br />Assessments are anticipated to be levied following completion of construction. Following the levy of <br />assessments, a 10-year payment plan through the City, will be available to all property owners within the <br />improvement district as identified by Eugene Code, Chapter 7. <br /> <br />This project has no property owners that meet criteria for the Low-to-Moderate Income Street <br />Improvement Subsidy Program. All properties are commercially zoned. The subsidy program is <br />available to property owners who occupy a single family dwelling or duplex and meet other program <br />criteria. <br /> <br />Project <br /> <br />This project is an existing City alley between Polk Street and Tyler Street with gravel surfacing and no <br />City storm facilities. The gravel surface is in very poor condition despite frequent property owner <br />grading. The cause of the rapid deterioration of the alley surfacing is a result of level topography and the <br />lack of a storm system necessary to rid the area of standing water. A current wastewater line is located <br />within the alley and was originally constructed in 1914. The wastewater pipe is in very poor condition <br />and was scheduled for the 2008 wastewater rehabilitation program to line or otherwise repair. The <br />proposed project will replace the wastewater pipe with new pipe, add a storm system including a water <br />quality structure, and resurface the alley with Portland Cement Concrete bringing it up to City standards <br />as described in the Eugene Code and the Public Improvement Designs Standards manual. <br /> <br /> <br />RELATED CITY POLICIES <br />The formation of the LID will be consistent with City Council adopted policy. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />Per Section 7.166(3) of the Eugene Code, the City Council can take the following actions: <br /> <br />1.Adopt the resolution forming the LID. <br /> <br />2.Substantially modify the improvements, re-bidding if necessary, and then conduct a hearing on <br />the modified improvements. <br /> <br />3.Delay the approval not more than 15 days. <br /> <br />4.Abandon the improvements. <br />Y:\CMO\2008 Council Agendas\M080512\S0805122C.doc <br />
