<br />to protect the state s forest economy by making possible economically efficient forest <br />practices that assure the continuous growing and harvesting of forest tree species as the <br />leading use on forest land consistent with sound management of soil, air, water, and fish <br />and wildlife resources and to provide for recreational opportunities and agriculture. <br /> <br />No Plan policies or Plan diagram designations for forest lands are changed by the adop- <br />tion of the Metro Plan amendments or revisions to TransPlan. None of the prDjects in the <br />20-year Capital Investment Actions project lists are located on land designated for forest <br />use. Forest lands are not impacted by the TransPlan revisions or Metro Plan amend- <br />ments. Therefore, the revisions to TransPlan and the Metro Plan amendments comply <br />with Goal 4. <br /> <br />Goal5-0pen Spaces, Scenic and Historic Areas, and Natural Resources: To con- <br />serve open space and protect natural and scenic resources. <br /> <br />One project on the constrained list, Project 66, the Jasper Road Extension, is shown on <br />the Roadway Project map to be in an area designated for sand and gravel use, a Goal 5 <br />resource. The project was previously included and acknowledged in the 1986 TransPlan . <br />project list. Pursuant to the Goal 5 rule, OAR 660, Division 23, it may be necessary to <br />conduct an analysis of the economic, social, environmental and energy consequences that <br />could result from a decision to allow a conflicting use. Design and construction plans <br />that will determine the exact placement of this roadway project will include a considera- <br />tion of any applicable Goal 5 resource. Therefore, the revisions to TransPlan and the <br />Metro Plan amendments comply with Goal 5. <br /> <br />Goal6-Air, Water and Land Resources Quality: To maintain and improve the qual- <br />ity of the air, water and land resources of tHe Sfa.te. <br /> <br />The proposal to adopt revisions to TransPlan and amend the Metro Plan text include poli- <br />cies relating to nodal development, transportation demand management and the encour- . <br />agement of additional-alternative modes of transportation, including transit, bicycles and <br />. pedestrian use. Adoption of these policies is in part related to the need to maintain and <br />improve the air quality of the Metro area. Vehicle emissions is a measure of plan air <br />quality impact. The Eugene-Springfield area is required to meet National Ambient Air <br />Quality Standards for various pollutants. Of primary concern to the transportation system <br />are the standards for carbon monoxide (CO). The region is currently in compliance with <br />the standards for this pollutant. A comparison of the projected performance of the 2015 <br />Financially Constrained TransPlan scenario with 1995 existing conditions shows a 10% <br />decrease in weekday tons of CO emissions. ,Therefore, the revisions to TransPlan and the <br />Metro Plan amendments comply with Goal 6. <br /> <br />Goal 7-Areas Subject to Natural Disasters and Hazards: To protect life and property <br />from natural disasters and hazards. <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />10 <br />
