The main purpose of these projects, as required by OAR 660-0 12-0020(2)(b), is to <br />reconstruct them to be consistent with their functional classification; accommodate per- <br />sonal vehicles and public transit; and provide safe and convenient bike and pedestrian <br />circulation. In each of these instances TransPlan calls for curbs, sidewalks and bikes <br />lanes, which is the typical design for urban streets. The provisions of OAR 660-12-0065 <br />identify the types of improvements that are consistent with Statewide Planning Goals 3, <br />4, 11 and 14. This section of the Transportation Planning Rule does not prohibit or re- <br />strict these types of improvements on the rural side of the street; therefore the issue of <br />whether these roads will be used by urban or rural motorists becomes moot. The pro- <br />posed road design lends itself to both categories of users, and in either context the pro- <br />posed improvements are permitted by the Transportation Planning Rule. F or each of <br />these projects, the decision to install curbs and sidewalks on the rural side of the street <br />will be made during the project design phase. Regardless of the decision, the projects <br />comply with the Transportation Planning Rule. <br /> <br />Roadway improvement projects 66 (Jasper Road Extension), 297 (Bloomberg Connec- <br />tor), 485 (Greenhill Road, Barger Drive to AirpoitRoad), 486 (Greenhill Road, north <br />boundary of the airport to Airport Road), 554 (Wilkes Drive), and 625 (Coburg Road) <br />extend beyond the UGB to some degree. Project 66 (Jasper Road Extension) is a new <br />road within the Springfield UGB that requires a short realignment of Jasper Road outside <br />the UGB. Project 297 (Bloomberg Connector) is a realignment ofa portion of McVay <br />Highway north of the 30th Avenue interchange. Project 485 (Greenhill Road, Barger <br />Drive to Airport Road) upgrades a substandard portion of Greenhill Road to meet the re- <br />quirements of OAR 660-0 12-0020(2)(b). Project 486 (Greenhill Road, north of airport <br />boundary to Airport Road) is a realignment of another segment of Greenhill Road neces- <br />sitated by safety improvements to the EugerieAifport. Project 554 (Wilkes Drive) im- <br />proves a short segment of Wilkes Drive east of the UGB. Project 625 (Coburg Road) up- <br />grades the segment of Coburg Road leading .to Annitage State Park from the south to <br />meet the requirements of OAR 660-012-0020(~)(l>). ;In each of these instances, the pro- <br />posed work is not only permitted by the Transportation Planning Rule; it is consistent <br />with the intent of the rule to upgrade roads to agency standards. <br /> <br />These findings and the documents and evidence developed in support of the revisions to <br />TransPlan and the Metro Plan amendments demonstrate compliance with Goal 2. <br /> <br />Goal 3: Agricultural Lands: To preserve and maintain agricultural lands. <br /> <br />No Plan policies or Plan diagram designations for agficulturallands are changed by the <br />revisions to TransPlan or the Metro Plan amendments. Projects that are projected to im- <br />pact agricultural lands have been previous'lya~knowledged or are allowed by the Goal 3 <br />and Goal 12 rules as explained more fully in the findings under Goal 2, above.
