<br />OAR 660-012-0015(5): The preparation of TSPs shall be coordinated with affected <br />state and federal agencies, local governments, special districts, and private providers <br />of transportation services. <br /> <br />Preparation of revisions to TransPlan has been a coordinated effort between affected <br />public agencies and citizens. Local jurisdictions involved in the regional transportation <br />planning that has resulted in TransPlan revisions include the Lane Council of.Govern- <br />ments (LCOG), Lane County, the cities of Eugene and Springfield, and the Lane Transit <br />District (L TD). Other agencies involved in the planning process include the Department <br />of Land Conservation and Development (DLCD), the Oregon Department of Transporta- <br />tion (ODOT), the Lane Regional Air Pollution Authority (LRAPA), the Federal Highway <br />Administration (FHW A) and the Federal Transit Agency (FT A). This coordination also <br />satisfies the Goal 2 coordination requirements. <br /> <br />OAR 660-012-0015(6): Mass transit, transportanon, airport and port districts shall <br />participate in the development of TSPs for those transportation facilities and serv- <br />ices they provide. These districts shall prepare and adopt plans for transportation <br />facilities and services they provide. Such plans shall be consistent with and ade- <br />quate to carry out relevant portions of applicable regional and local TSPs. Coop- <br />erative agreements executed under ORS 197~185(2) shall include the requirement <br />that mass transit, transportation, airport and port districts adopt a plan consistent <br />with the requirements of this section. <br /> <br />As the provider of the region's mass transit system, LTD has been an integral participant <br />in the preparation of revisions to TransPlan, which constitutes the L TD transit plan. <br /> <br />The Eugene Airport serves as the regional air transportation facility. Responsibility for <br />the planning and development of the Eugepe Ajrport lies with the City of Eugene. The <br />2000 Eugene Airport Master Plan was adopted by Eugene and Lane County as a refme- <br />ment plan to the Metro Plan. Pursuant to TSI Other Modes Policy # 1: Eugene Airport, <br />the 2000 Eugene Airport Master Plan serves as lhegwde for future improvements of fa- <br />cilities and services at the airport. The needs and impact of the Eugene Airport are con- <br />sidered as a part of the regional transportation system demands that are dealt with in revi- <br />sions to TransPlan and are specifically addressed in Transportation System Improvement <br />(TSI) Other Modes Policy # 1 and portions of the revised TransPlan that implement that <br />policy. In addition, the realignment of Greenhill Road (Project 486) within the airport <br />area, is a new project added to the Transplan as a result of coordination with airport staff <br />through the recently-adopted Eugene Airport Master Plan update. This project is consis- <br />tent with runway and site planning for the airport.
