<br />The Lane Council of Governments (LCOG) is the MPO for Lane County and the cities of <br />Eugene and Springfield. The revisions to TransPlan which constitute the regional Trans- <br />portation System Plan (TSP) for those jurisdictions within the Metro Plan boundary, was <br />prepared by LCOG on behalf of and in conjunction with those jurisdictions. <br /> <br />(a) Regional TSPs shall establish a system of transportation facilities and serv- <br />ices adequate to meet identified regional transportation needs, and shall be <br />consistent with adopted elements of the state TSP; <br /> <br />As explained in findings of compliance with OAR 660-012-0020(1), the revisions to <br />TransPlan continue to provide a regional system of transportation facilities and services, <br />which is intended to meet the region's transportation needs. Those needs are assessed in <br />Chapter 3, Part 1 of the TransPlan. Findings establishing compliance with OAR 660- <br />012-030(1) explain how the regional needs have been determined. <br /> <br />(b) Where elements of the state TSP have not been adopted, the MPO or county <br />shall coordinate the preparation of the regional TSP with ODOT to assure <br />that state transportation needs are accommodated; <br /> <br />The portions of the state TSP relevant to the preparation of the regional TSP have all been <br />adopted. Oregon Department of Transportation (ODOT) staff participated in the staff <br />committees working on the TransPlan update. ODOT staff offered testimony in support <br />of plan adoption at the public hearings on TransPlan. <br /> <br />(c) Regional TSPs prepared by MPOs other than metropolitan service districts <br />shall be adopted by the counties and cities within the jurisdiction of the <br />MPO; <br /> <br />Revisions to TransPlan are adopted by Lane County, Eugene and Springfield as a refine- <br />ment plan of the Eugene-Springfield Metropolitan Area General Plan (Metro Plan), the <br />comprehensive plan for the cities of Eugene and Springfield and unincorporated areas of <br />Lane County within the Metro Plan boundary. <br /> <br />OAR 660-012-0015(4): Cities and counties shall adopt regional and local TSPs re- <br />quired by this division as part of their comprehensive plans. Transportation fi- <br />nancing programs required by OAR 660-012-0040 may be adopted as a supporting <br />document to the comprehensive plan. <br /> <br />Revisions to TransPlan are adopted by Lane County, 'Eugene and Springfield as a refine- <br />ment plan of the Metro Plan, the comprehensive plan for the cities of Eugene and Spring- <br />field and unincorporated areas of Lane County within the Metro Plan boundary. Revi- <br />sions to TransPlan include a financing program, as required by and explained in findings <br />of compliance with OAR 660-012-0040.
