The coordination and joint de- <br />velopment of revisions to TransPlan assures that the plan is adequate to serve state, re- <br />gional and local needs. <br /> <br />OAR 660-012-0020(2): The TSP shall include the following elements: <br /> <br />(a) A determination of transportation needs as provided in OAR 660-012-0030; <br /> <br />The transportation needs are characterized in the two Goals that provide the framework <br />for revisions to TransPlan. The first goal recognizes the need to integrate transportation <br />and land use planning in order to enhance livability, economic opportunity and quality of <br />life. The second goal specifically recognizes the need to provide for a transportation <br />system that is balanced, accessible, efficient, safe, interconnected, environmentally re- <br />sponsible, supportive of responsible and sustainable development, responsive to commu- <br />nity needs and neighborhood impacts, and ecorionucally viable and financially stable. <br />Chapter 1 of the revised TransPlan summarizes the regional trends that have created the <br />region's current transportation needs. Findings of compliance with OAR 660-012-0030 <br />further describe those needs, and the trends that precipitate them. <br /> <br />(b) A road plan for a system of arterials and collectors and standards for the <br />layout of local streets and other important non-collector street connections. <br />Functional classifications of roads in regional and local TSPs shall be consis- <br />tent with functional classifications of roads in state and regional TSPs and <br />shall provide for continuity between' adjacent jurisdictions. The standards <br />for the layout of local streets shall provide for safe and convenient bike and <br />pedestrian circulation necessary tQ carry out OAR 660-012-0045(3)(b). New <br />connections to arterials and state highways shall be consistent with desig- <br />nated access management categones~' <br /> <br />The'"intent of this requirement is to provide guidance on the spacing of future <br />extensions and connections along existing and future streets which are <br />needed to provide reasonably direct routes for bicycle and pedestrian travel. <br /> <br />The revised TransPlan is premised on four TSI roadway policies designed to address the <br />need for a multi-modal roadway system that responds to the needs of all forms and pur- <br />poses of travel, including automobile, transit, bicycle and pedestrian travel and goods <br />movement. These policies address the mo:tJility and safety needs of all roadway users in <br />planning and constructing roadway system improvements; the use of motor vehicle level <br />of service (LOS) standards to maintain acceptable and reliable performance on the road- <br />way system and Oregon Highway Plan (OHP)perfOimance standards on state facilities; <br />and the promotion or development of a regional roadway system that meets combined <br />needs for travel through, within and outside the region. <br /> <br />The revised TransPlan roadway implementation measures provide for several categories <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />18 <br />
