<br />of capital improvements for roadways, including new arterial links or interchanges, added <br />freeway lanes or major interchange improvements, arterial capacity improvements, new <br />collectors, and improving existing roadways to urban standards. They also includes non- <br />capital transportation system improvements, which provide planning and program actions <br />related to the regional roadway system. These actions include access management tech- <br />niques, neighborhood traffic calming techniques, and design considerations for all modes. <br />Standards for the layout of local streets are included in the Eugene Local Street Plan <br />(1996) and Springfield Conceptual Local Street Map (1997). <br /> <br />The functional classification of roads in the revised TransPlan is consistent with the <br />functional classification of roads in other relevant transportation plans. These functional <br />classifications refer to the level of use on the road, the function and location of the road- <br />way, the number of lanes and connection to o~er routes on the transportation system. A <br />classification map is included in TransPlan, Appendix A. <br /> <br />. The revised Bikeway Plan, discussed in Chapter 3 and illustrated on the Bikeway Map in <br />TransPlan Appendix A, is designed to provide safe and convenient bike circulation along <br />and adjacent to the region's roadways. The revised Bikeway Plan is predicated on the <br />TSI Bicycle Policies detailed in Chapter 2. Those policies provide for constructing and <br />improving the region's bikeway system and providing bicycle system support facilities; <br />requiring bikeways along new and reconstructed arterial and major collector streets; and <br />requiring bikeways to connect new development with nearby neighborhood activity cen- <br />ters and major destinations. <br /> <br />Pedestrian circulation along the region's roadways is addressed through TSI Pedestrian <br />Policies # 1 through #3 and implementing measures. ' Those policies provide for a pedes- <br />trian environment that is well integrated with adjacent land uses and is designed to en- <br />hance the safety, comfort and convenience of walking; provide for a continuous pedes- <br />trian network with reasonably direct travel routes between destination points; and encour- <br />age construction of sidewalks along urban area arterial and collector roadways, except <br />freeways. <br /> <br />(c) Public transportation plan which: <br /> <br />(A) Describes public transportation services for the transportation disad- <br />vantaged and identifies service inadequacies; <br /> <br />Revised TransPlan TSI Transit Policy #1 is designed to improve transit services and fa- <br />cilities to increase the system's accessibility, attractiveness, and convenience for all users, <br />including the transportation disadvantaged population. This policy supports the need for <br />multi-modal accessibility, including adequate public transit access for people who are <br />transportation disadvantaged, to employment, shopping, other commerce, medical care, <br />housing and leisure.
