The'needs of the transportation disad- <br />vantaged are further assessed under a separate Metro-area ParaTransit Plan, the strategies <br />and recommendations of which are consistent with the revised TransPlan and which is <br />referenced and considered in the revised TransPlan. The ParaTransit Plan identifies and <br />addresses the specific needs of the transportation disadvantaged population, namely those <br />persons who are limited in meeting their transportation needs because of age, income, <br />physical or mental disability and other conditions. Implementation of the ParaTransit <br />Plan is carried out in coordination with implementation of the revised TransPlan through <br />the regional Transportation Improvement Program. <br /> <br />(B) Describes intercity bus and pas~e~ger rail service and identifies the <br />location of terminals; <br /> <br />Amtrak provides passenger rail service throughout the region and Greyhound is the pri- <br />mary provider of inter-city bus service. TSI Other Modes Policy #3 is designed to sup- <br />port improvements to the existing passenger rail station and intercity bus terminals to en- <br />hance usability and convenience. Policy #2 supports providing rail-related iIlfrastructure <br />improvements as part of the Cascadia High Speed Rail Corridor project, and reflects local <br />support for improvements to the passenger rail system. The revised TransPlan Goods <br />Movement and Intermodal Facilities Map in TransPlan Appendix A illustrates regional <br />transportation facilities and land uses related to goods movement, depicting facilities and <br />stations for truck, rail, air and pipeline. : " <br /> <br />(C) For areas within an urban growth boundary which have public tran- <br />sit service, identifies existing and planned transit trunk routes, exclu- <br />sive transit ways, terminals and major transfer stations, major transit <br />stops, and park-and-ride stations. <br /> <br />Lane Transit District (L TD) provides public transit service for the region. Revisions to <br />TransPlan, imd specifically the transit planning portion of the revised TransPlan, the <br />Transit Policies of Chapter 2 and the future transit project list in Chapter 3, Table 2, are <br />based on the existing and planned development of the transit ways. L TD participated in <br />the development of the revised TransPlan, which incorporates and relies on the existing <br />transit routes and stations. " <br /> <br />The revised TransPlan TSI Transit Policies are designed to complement and enhance the <br />existing L TD transit service to provide a more vrabl~ transportation alternative for a <br />greater percentage of the population. TSI Transit Policy #3 is designed to implement <br />traffic management strategies and other actions, where appropriate and practical, that give <br />priority to transit and other high-occupancy vehicles. These include various traffic man- <br />agement techniques, such as transit signal priority, bus queue jumpers and exclusive bus <br />lanes that can improve transit travel time, reduce operating cost and make transit a more <br />attractive transportation alternative.
