<br />TDM Policy #2 is designed to increase the use of motor vehicle parking management <br />strategies in selected areas throughout the region. The revised TransPlan Chapter 3, Part <br />5 includes a detailed Parking Management Plan to implement the TPR requirements for <br />parking space reduction. The parking plan addresses both supply and demand for park- <br />ing, and provides mechanisms to achieve the TPR required 10% reduction in parking <br />spaces per capita in the Eugene-Springfield metropolitan area. <br /> <br />(h) Policies and land use regulations for implementing the TSP as provided in <br />OAR 660-012-0045. <br /> <br />Policies and recommended land use regulation implementation measures included in the <br />revised TransPlan and Metro Plan text amendments are designed to reduce reliance on the <br />automobile. Revised TransPlan Chapter 3, Part 4 includes recommended actions to im- <br />plement various transportation-related land use policies. Chapter 3, Part 4 also provides a <br />nodal development and integrated land use transportation plan development schedule in- <br />corporating recommendations to provide guidance to Eugene-Springfield metropolitan <br />area local governments contained in Section 7 of LCDC Order 01-LCDC-024, adopted by <br />the Commission in May 2000. TransPlan Appendix G is a copy of LCDC Order 01- <br />LCDC-024. · <br /> <br />(i) For areas within an urban growth boundary containing a population greater <br />than 2500 persons, a transportation financing program as provided in OAR <br />660-012-0040. <br /> <br />As explained in findings regarding compliance with OAR 660-012-0040, the revisions to <br />TransPlan include a detailed financing program. The Finance Policies aim to ensure ade- <br />quate funding, and support the development of a stable set of revenue sources to ade- <br />quately fund the range of regional transpo~tion needs for all transportation modes. The <br />policies also support operating and maintaining transportation facilities in a way that re- <br />duces the need for more expensive future repair' and requiring new development to pay <br />for its capacity impact. They also include policies for setting priorities for investment of <br />ODOT and federal revenues programmed in the region's Transportation Improvement <br />Program (TIP), and for considering and programming short-term projects. Chapter 3 of <br />the revised TransPlan includes details of how the Finance Policies are to be implemented, <br />including identifying priorities and funding sources for capital improvements required to <br />implement the various components of the revised TransPlan. <br /> <br />OAR 660-012-0025(2): Findings of compliance with applicable statewide planning <br />goals and acknowledged comprehensive plan policies and land use regulations shall <br />be developed in conjunction with the adoption of the TSP. <br /> <br />Compliance with all applicable statewide pl~g goals is established in the findings in <br />section I of this document.
