<br />cally viable and financially stable. <br /> <br />In order to address these needs, the revised TransPlan adopts an integrated approach, <br />combining three components that focus on the genera! needs and provide the balance that <br />can most effectively address the region's varied needs. Those components include a land <br />use component, to address the need for transportation-efficient development patterns; a <br />transportation demand management component, to address the need to reduce demand on <br />the transportation system; and a transportation systems improvement component, to meet <br />the need for improved operations and maintenance of existing systems and investments in <br />system infrastructure and services. Objectives and policies are adopted for each of the <br />components to further focus on the specific needs to be addressed through each. <br /> <br />Chapter 3 of the revised TransPlan summarizes how the transportation needs that have <br />arisen as a result of the identified trends have been assessed and evaluated, and details the <br />recommended implementation measures for "each component to address these needs. <br />Background reports used in preparing the ne~ds analysis are listed in the revised Trans- <br />Plan, Appendix D. Additional detail is provide? in the model results from the Regional <br />Travel Forecasting Model and COMSIS TDM Strategy Evaluation Model. <br /> <br />Transportation needs for the Eugene-Springfield area were assessed using standard meth- <br />ods typically employed in regional transportation planning. Appendix C outlines the <br />overall update process, including a description of the development and evaluation of al- <br />ternative plan concepts. <br /> <br />The analysis of needs was based on population and employment growth forecasts consis- <br />tent with the Eugene-Springfield Metropol,itaq ~ea General Plan (MetroPlan) and state- <br />wide forecasts. The population and employment forecasts were used to establish overall <br />demand for transportation. <br /> <br />As described in more detail in Appendix C, a wide range of strategies were identified to <br />address this demand, including land use, TDM, and TSI strategies. Different combina- <br />tions of these strategies were formulated as alternative plan concepts and tested using a <br />computer-based travel-forecasting model. The alternative plan concepts ranged from a <br />Base Case consisting of trends to an alternative designed to meet the vehicle miles trav- <br />eled reduction targets of the Transportation Planning Rule. <br /> <br />The alternatives development and evaluation included consideration of state and local <br />needs consistent with the Oregon Transportation Plan, Metro Plan, and state and local <br />improvement programs. Surveys were conducted to provide data on travel behavior and <br />input on a wide range of alternative strategies. TransPlan stakeholders and the region's <br />planning commissioners reviewed the results of this, analysis with final direction coming <br />from the region's elected bodies.
