<br />Analysis of system needs was conducted using state of the practice transportation system <br />modeling tools. Investments identified for inclusion in the plan were based the forecasted <br />transportation demand stemming from the population and employment forecasts and the <br />land use allocation contained in Metro Plan. <br /> <br />(b) Needs of the transportation disadvantaged; <br /> <br />The revised TransPlan TSI Transit Policy # 1 specifically recognizes that the needs of the <br />transportation disadv~taged to have accessible, attractive and convenient transit facilities <br />and services can be met through improved services and facilities. A separate ParaTransit <br />Plan, which is referenced in the revised TransPlan, identifies the needs of the transporta- <br />tion disadvantaged population, namely those persons who are limited in meeting their <br />transportation needs because of age, income, physical or mental disability or other condi- <br />tions. The ParaTransit Plan identifies the specifi'c needs of this population, addresses <br />these needs and provides solutions to ensure those needs are satisfied. In addition, the <br />BRT system and other transit improvements listed in Chapter 3, Table 2, provide a basic <br />network to serve those defined as transportation disadvantaged. <br /> <br />(c) Needs for movement of goods and services to support industrial and com- <br />mercial development planned for pursuant to OAR 660-09 and Goal 9 (Eco- <br />nomic Development). <br /> <br />The TSI Goods Movement Policy recognizes the need for integration of goods movement <br />considerations into the transportation planiring process and the regional need to maintain <br />and enhance the region's competitive advantage in freight distribution through a multi- <br />modal transportation network offering competitive. choices for freight movement. TSI <br />Goods Movement Policy # 1 supports reasonable and reliable travel times for freight and <br />goods movements in the Eugene-Springfield metropolitan area. The revised TransPlan <br />graphically 'illustrates how the movement of goods is planned for the region, and how that <br />movement relates to existing and planned intermodal facilities. In addition, the technical <br />evaluation of projects shows that each of the major proposed projects in the revised <br />TransPlan will significantly enhance the movement of goods and services throughout the <br />metropolitan area by enhancing linkage to commercial/industrial areas, and by making <br />improvements to the National Highway system that will provide congestion relief. That <br />evaluation also shows that numerous of the proposed major projects will have a positive <br />impact on the economic vitality of the affected area by providing or improving access to <br />currently inaccessible land, undeveloped land and existing major retail and employment <br />areas.' <br /> <br />(. ~. ~:- .. <br /> <br />OAR 660-012-0030(2): Counties or MPOs preparing regional TSPs shall rely on the <br />analysis of state transportation needs in adopted elements of the state TSP.
