<br />III. FINDINGS OF REVISED TRANSPLAN CONSISTENCY WITH METRO <br />PLAN POLICIES <br /> <br />A. Growth Management and the Urban Service Area Policies <br /> <br />1. The urban service area concept and sequential development shall continue to <br />be implemented as an essential means to achieve compact urban growth. <br />The planning, programming, and financing for provision of all urban serv- <br />ices shall be concentrated inside the projected urban service area. <br /> <br />The revised TransPlan goals focus on the metropolitan area's responsible and sustainable <br />development. The revised TransPlan land use policies related to nodal development and <br />transit-supportive land use and development help to support and reinforce this Metro Plan <br />policy. The Financially Constrained 20-year Capital Investment Actions list of transpor- <br />tation projects is concentrated primarily within the urban service area. <br /> <br />2. Control of location, timing, and financing of the major public investments <br />that directly influence the growth form of the metropolitan area shall be <br />planned and coordinated on a metropolitan-wide basis. <br /> <br />The Financially Constrained 20-year Capital Investment Actions project lists set forth and <br />adopted as a part of the revisions to TransPlan, Chapter 3 were planned and coordinated <br />on a metropolitan-wide basis. <br /> <br />24. When conducting metropolitan planning studies, particularly the Public Fa- <br />cilities Plan and Alternative Growth Areas Study, consider the orderly provi- <br />sion and financing of public services and the overall impact on population <br />and geographical growth in the metropolitan area. Where appropriate, fu- <br />ture planning studies should include specific analysis of the growth impacts <br />suggested by that particular study for the metropolitan area. <br /> <br />Population and employment projections developed by the Lane Council of Governments <br />for the 20-year planning period were used in the preparation of revisions to TransPlan. <br />The revised TransPlan project lists were developed following population projections for <br />the metropolitan area and expected concentration of growth in nodal development areas. <br />The project timing set forth in revisions to TransPlan is designed to achieve an ordered <br />development consistent with the policies of the Metro Plan and the projected growth pat- <br />terns. <br /> <br />B. Economic Element Policies <br /> <br />10.
