<br />The revised TransPlan goals support transportation strategies that improve the economic <br />vitality of the region and enhance economic opportunity. The revised TransPlan policies <br />were written to fulfill those goals and several policies directly address the importance of <br />continued economic development of the area. The Capital Investment Actions project <br />lists are designed to facilitate achievement of the revised TransPlan policies and objec- <br />tives and includes projects which will provide necessary public facilities and services to <br />allow economic development. <br /> <br />18. Encourage the development of transportation facilities which would improve <br />access to industrial and commercial areas and improve freight movement ca- <br />pabilities by implementing the policies and projects in the Eugene- <br />Springfield Metropolitan Area Transportation Plan (TransPlan) and the <br />Mahlon Sweet Field Master Plan, as outlined in Chapter 8( a), "On Airport <br />Land Use." <br /> <br />The revisions to TransPlan include policies and provide for transportation facilities de- <br />signed to improve access to industrial and commercial areas and assures efficient freight <br />movement. <br /> <br />23. Provide for limited mixing of office, commercial, and industrial uses under <br />procedures which clearly define the conditions under which such uses shall <br />be permitted and which: (a) preserve the suitability of the affected areas for <br />their primary uses; (b) assure compatibility; and (c) consider the potential <br />for increased traffic congestion. <br /> <br />The revised TransPlan develops the nodal development strategy (Land Use Policies # 1, <br />#2 and #5). These policies provide for the development of conditions under which the <br />mixing of office, commercial and industrial uses shall be permitted and still assure com- <br />patibility. TSI Roadway Policy #2 and TDM Policy #3 recognize the possibility of in- <br />creased traffic congestion and develop policies to deal with that issue. <br /> <br />28. Recognize the vital role of neighborhood commercial facilities in providing <br />services and goods to a particular neighborhood. <br /> <br />The revised TransPlan nodal development strategy (Land Use Policies #1 and #2) recog- <br />nizes the vital role of neighborhood commercial facilities and seeks to implement nodal <br />development strategies to help the region address important transportation issues. <br /> <br />29. Encourage the expansion or redevelopment of existing neighborhood com- <br />mercial facilities as surrounding residential densities increase or as the char- <br />acteristics of the support population change. <br /> <br />The revised TransPlan nodal developmenfstrategy (Land Use Policies #1 and #2) en- <br />courages the redevelopment and expansion of existing neighborhood commercial facili- <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />46 <br />
