He asserted although staff thought one-way driveways were not workable, he could <br />not support the amendment without that requirement. <br /> <br />Ms. Kneeland shared Mr. Carroll’s concerns and supported adding the language regarding alleys not <br />abutting on arterials and collectors. <br /> <br />Ms. Gardner emphasized it was more appropriate for some of the issues to be addressed in a broader <br />context through the access management study because there were broader transportation and safety issues <br />involved. She added that Oregon Department of Transportation (ODOT) access management policy <br />which would apply to State roads. <br /> <br />Mr. Hledik acknowledged there was consensus to include language regarding alley access being optional <br />where abutting street was not an arterials or collector. He noted concerns about a 12 foot maximum <br />driveway width requirement and one way driveways and asked that they included in the Public Works <br />access management update process. <br /> <br />Mr. Duncan, seconded by Mr. McCown, moved to recommend approval of <br />Amendment 11—Add Definition of Alley Access Only Lot/Parcel and Clarify <br />Existing Prohibition, as amended by Mr. Carroll, to include language regarding <br />alley access being optional where abutting street was not an arterial or collector. <br />Ms. Beierle offered a friendly amendment that Amendment 11 be forwarded to <br />the Access Management Study for further analysis. Mr. Duncan and Mr. <br />McCown accepted the friendly amendment. The motion passed 6:1, with <br />Commissioners Beierle, Duncan, Hledik, Kneeland, Lawless and McCown <br />voting in favor, and Commissioner Carroll voting in opposition. <br /> <br /> <br />Amendment 3—Residential Density Calculations <br /> <br />Mr. Duncan briefly reviewed a document received from Paul Conte. Mr. Duncan stated up to 3,000 units <br />could be lost if Mr. Conte’s proposal for rounding in R-2 to .75 was adopted, but he did not know what an <br />appropriate number would be. <br /> <br />Ms. Kneeland was disappointed in the inability to quantify the impact and shared Mr. Duncan’s concern. <br />She supported taking a more modest step as suggested by Mr. Duncan and could not support <br />MINUTES—Eugene Planning Commission June 2, 2008 Page 4 <br /> <br />
