Crime Statistics

The Eugene Police Department compiles crime data for all areas of Eugene. City-wide
data for the most serious criminal offenses (homicide, rape, robbery, aggravated assault,
and felony drug offenses) indicates that the number of serious crimes per capita is
significantly higher within the core of the proposed West Eugene Enterprise Zone
boundary, and within areas that are immediately adjacent to the proposed boundary.
A detailed mapping of serious crime activity is included in Appendix F-2.

Growth Management and Sustainable Development

Eugene continues to absorb its developable land supply. In the context of Oregon's land
use laws, and Eugene's Growth Management Policy, redevelopment, infill development,
and brownfield development is strongly encouraged. Because these types of
development are characterized by higher costs and greater risk (when compared to
greenfield development) the Enterprise Zone tax exemption is considered to be an
important redevelopment tool which forwards the community's growth management and
sustainability goals.
