Staff seeks input on the attached work plan outline in order to <br />develop a final work plan for consideration at the September JEO meeting. Elected bodies of <br />Lane County, Springfield, Eugene, and Coburg must agree to the work plan before it is <br />presented to the Land Conservation and Development Commission (LCDC) for approval in <br />October. <br /> <br />At this meeting, staff requests that the JEO provide direction to proceed with the development <br />of a final work plan. <br /> <br />Background <br /> <br />On November 8, 2007, the Metropolitan Policy Committee (MPC) adopted an updated <br />Regional Transportation Plan (RTP) with a 2031 horizon year. This action triggered a state <br />Transportation Planning Rule (TPR) requirement that one of the following must occur: <br /> <br />1. Make findings that TransPlan is consistent with the RTP; or <br />2. Update TransPlan, our metropolitan area’s Transportation System Plan (TSP) to be <br />consistent with the RTP within one year; or <br />3. The state Land Conservation and Development Commission must approve a local work <br />plan for making TransPlan consistent with the RTP. <br /> <br />The City of Coburg made a finding of consistency for its TSP. <br /> <br />
