The jurisdictions of Eugene, Springfield and Lane County did not make a finding of
consistency, due to the fact that the project lists in the two plans were not identical, the
horizon years were inconsistent by sixteen years and the plan boundaries were not the same.

Therefore, it is necessary for the three jurisdictions to pursue the third option and develop a
local work plan.

Since the MPC adopted the RTP update in November 2007, local jurisdictions have
participated in a series of meetings with Oregon Department of Transportation (ODOT) and
Department of Land Conservation and Development (DLCD). The purpose of these
meetings is to develop a proposed transportation planning work plan coordinated with land
use. An outline of the draft work plan is attached. A final version of the work plan will be
presented to the JEO at a September meeting for approval. LCDC approval of the work plan
will be sought at the Commission’s October 15-16 meeting in Prineville.
