(d) Would reduce the performance standards of the facility below the minimum acceptable level identified in the TSP. The TSP (TransPlan) identifies the minimum acceptable level of service as "...Level of Service E within Eugene's Central Area Transportation Study (CATS) area..." (TransPlan policy TSI Roadway # 2, Motor Vehicle Level of Service (LOS)). None of the policies or proposals in CATS would reduce this performance standard for any roadway within the CATS area. For these reasons, the amendment does not significantly affect a transportation facility.
