5. With the improvements specified in the Public Facilities and Services Plan project lists, <br /> all urbanizable areas within the Eugene-Springfield UGB can be served with water, <br /> wastewater, stormwater, and electric service at the time those areas are developed. In <br /> general, areas outside city limits serviceable in the long-term are located near the UGB <br /> and in urban reserves, primarily in River Road, Santa Clara, west Eugene's Willow Creek <br /> area, south Springfield, and the Thurston and Jasper-Natron areas in east Springfield. <br /> <br />6. OAR 660-011-0005 defines projects that must be included in public facility plan project <br /> lists for water, wastewater, and stormwater. These definitions are shown in the keys of <br /> planned facilities Maps 1, 2, and 3 in the Public Facilities and Services Plan. <br /> <br />7. In accordance with ORS 195.020 to 080, Eugene, Springfield, Lane County and special <br /> service districts are required to enter into coordination agreements that define how <br /> planning coordination and urban services (water, wastewater, fire, parks, open space and <br /> recreation, and streets, roads and mass transit) will be provided within the UGB. <br /> <br />8. Large institutional uses, such as universities and hospitals, present complex planning <br /> problems for the metropolitan area due to their location, facility expansion plans, and <br /> continuing housing and parking needs. <br /> <br />9. Duplication of services prevents the most economical distribution of public facilities and <br /> services. <br /> <br />10. As discussed in the Public Facilities and Services Plan, a majority of nodal development <br /> areas proposed in TransPlan are serviceable now or in the short-term. The City of <br /> Eugene's adopted Growth Management Policy #15 states, "Target publicly-financed <br /> infrastructure extensions to support development for higher densities, in-fill, mixed uses, <br /> and nodal development." <br /> <br />Polici{/s <br /> <br />G. 1 Extend the minimum level and full range of key urban facilities and services in an orderly <br /> and efficient manner consistent with the growth management policies in Chapter II-C, <br /> relevant policies in this chapter, and other Metro Plan policies. <br /> <br /> G.2 Use the planned facilities maps of the Public Facilities and Services Plan to guide the <br /> general location of water, wastewater, stormwater, and electrical projects in the <br /> metropolitan area. Use local facility master plans, refinement plans, and ordinances as <br /> the guide for detailed planning and project implementation. <br /> <br />G.3 Modifications and additions to or deletions from the project lists in the Public Facilities <br /> and Services Plan for water, wastewater, and stormwater public facility projects or <br /> significant changes to project location, from that described in the Public Facilities and <br /> Services Plan planned facilities Maps 1, 2 and 3, requires amending the Pubic Facilities <br /> and Services Plan and the Metro Plan, except for the following: <br /> <br /> III-G-4 <br /> <br /> <br />
