a. Modifications to a public facility project which are minor in nature and do not <br /> significantly impact the project's general description, location, sizing, capacity, or <br /> other general characteristic of the project; or <br /> <br /> b. Technical and environmental modifications to a public facility which are made <br /> pursuant to final engineering on a project; or <br /> <br /> c. Modifications to a public facility project which are made pursuant to findings of <br /> an Environmental Assessment or Environmental Impact Statement conducted <br /> under regulations implementing the procedural provisions of the national <br /> Environmental Policy Act of 1969 or any federal or State of Oregon agency <br /> project development regulations consistent with that act and its regulations; or <br /> <br /> d. Public facility proiects included in the PFSP to serve land designated Urban <br /> Reserve prior to the removal of the Urban Reserve desi~;nation, which projects <br /> shall be removed fi'om the PFSP at the time of the next Periodic Review of the <br /> Metro Plan.: <br /> <br />G.4 The cities and Lane County shall coordinate with EWEB, SUB, and special service <br /> districts operating in the metropolitan area, to provide the opportunity to review and <br /> comment on proposed public facilities, plans, programs, and public improvement projects <br /> or changes thereto that may affect one another's area of responsibility. <br /> <br />G.5 The cities shall continue joint planning coordination with major institutions, such as <br /> universities and hospitals, due to their relatively large impact on local facilities and <br /> services. <br /> <br />G.6 Efforts shall be made to reduce the number of unnecessary special service districts and to <br /> revise confusing or illogical service boundaries, including those that result in a <br /> duplication of effort or overlap of service. When possible, these efforts shall be pursued <br /> in cooperation with the affected jurisdictions. <br /> <br />G.7 Service providers shall coordinate the provision of facilities and services to areas targeted <br /> by the cities for higher densities, infill, mixed uses, and nodal development. <br /> <br />G. 8 The cities and county shall coordinate with cities surrounding the metropolitan area to <br /> develop a growth management strategy.
