Eugene Police Commission <br />FY09 Work Plan <br /> <br /> <br />?Other Use of Force policies <br /> <br />Second, the Special Needs Population Committee was proposed following a scoping meeting that took <br />place in March 2008. Several Police Commissioners and members of the public participated in a <br />dialogue to assess the community’s interests in this topic, and what a full committee might entail for <br />FY09. Interest in this area was a result of the work completed by the Police Commission’s Mental <br />Health Crisis Response Committee from FY08. In addition, many of the new commissioners took an <br />interest in an effort to look at police interactions with people who have special needs or disabilities. <br />Activities for such a committee may include: <br /> <br /> <br />?Hold panels with stakeholders from various organizations to discuss issues <br />?Identify needs from different populations <br /> <br />???Develop recommendations and present findings to the Police Commission <br /> <br />?Strategize next steps to include possible work with other stakeholders to assist in the <br /> <br />implementation of recommendations <br /> <br />Third, a committee on Public Outreach was created with great interest by commission members. The <br />charge of this committee is to better engage the community with police operations and solicit public <br />input. The first meeting of the committee would be to identify outreach events that would be <br />beneficial to both the department and citizens. These events may include seminars, public education, <br />media opportunities and public forums. <br /> <br />Lastly, a carried-over committee on the review of force policies will continue in FY09, the Use of <br />Force Committee. Last fiscal year the commission spent significant time researching and <br />recommending findings on a policy for Tasers. With the pilot project underway, now the commission <br />will use this committee’s time to examine the other eight policies in the Police Operations Manual that <br />deal with use of force. Note: this is separate from the work of the Policy Screening and Review <br />Committee. The commission decided to devote a separate committee on this work due to the <br />complexity of the topic and the amount of work required. <br /> <br /> <br />C. Work Sessions and Information Items <br /> <br />Work sessions are scheduled periodically to provide opportunities for information sharing and <br />discussion of public safety issues that do not necessarily require Police Commission action. Issues the <br />commission has a continuing interest in will be included every year. The commission has limited the <br />number of work sessions to those of highest priority to conserve meeting time and enable some <br />flexibility to address emerging issues.
