Eugene Police Commission <br />FY09 Work Plan <br /> <br /> <br />?Internal Affairs case statistics (June) <br /> <br />?Hate Crimes Conference (partner with the Human Rights Commission and ongoing) <br /> <br />The commission intends to continue its review of quarterly strategic plan status reports and other <br />related activities to stay informed of the organizational changes underway to align department hiring, <br />supervision and management practices with contemporary industry standards. <br />Procedural Objectives <br />The Police Commission experienced a significant transition of its membership and staff last fiscal year. <br />The group welcomed six new members and elected a new Chair and Vice-Chair. Some specific <br />procedural objectives for FY09 are to: <br />???Support the leadership team with appropriate level of responsibilities <br /> <br />???Maintain a highly qualified, dedicated and balanced membership <br /> <br />?Identify opportunities for team-building to establish positive working relationships and <br /> <br />facilitate group cohesiveness (annual process retreat) <br />?Continue outreach, information sharing, and collaboration with the Human Rights <br /> <br />Commission and the Civilian Review Board on issues of mutual interest <br /> <br />?Utilize the roles of both commission liaisons (one CRB member and one HRC member) <br />to stay on track with other department business <br /> <br />As a result of the commission’s recent process session, the commission agreed to address a series of <br />procedural issues with suggestions for improvement. This work will take place in conjunction <br />with upcoming Police Commission meetings. One of the main objectives members shared an interest <br />in is to strengthen the relationship between the Civilian Review Board and the Police <br />Commission. Suggested actions include attending CRB meetings on a semi-regular basis, scheduling a <br />joint meeting close to the beginning of the fiscal year, and a regular, in-depth report of the CRB <br />meetings provided by the liaison. Another procedural issue of interest is the lack of follow-up to <br />public comment. Some suggestions for improvement include keeping better track of what is said <br />during public comment at the meetings and capture speakers' thoughts so they can be contacted at a <br />later time. Some of these issues can even be relayed to other pertinent City boards or commissions if <br />they extend beyond the Police Commission's purview. <br /> <br />Work Plan Outcomes <br /> <br />Increase communications between police and the community, leading to a <br />OUTCOME 1. <br />greater understanding of the preferred policing alternatives for the city. <br /> <br />In FY09, the Police Commission will: <br />? <br />? <br />Provide a forum for community dialogue on current issues in law enforcement, to include: <br /> <br />?[Tentative] A public discussion on the issues related to long-term police staffing and <br /> <br />offering a public survey for citizens in the community to address their needs <br />???Monthly Internal Affairs case summaries and annual complaint statistics reports <br /> <br />JULY 28, 2008 DRAFT - 6 - <br /> <br />
