ATTACHMENT B <br /> <br />CDBG-eligible neighborhoods. Therefore, CDBG funds are a viable source of funds to fund <br />the City's share of alley improvement projects in CDBG-eligible neighborhoods. <br /> <br />An alternative to identifying a source of funds to fund the City's share of alley improvement <br />projects is to amend the Eugene Code and require that all of the costs associated with an alley <br />improvement be assessed to the benefiting property owners. Alleys are a unique element of <br />the City's transportation system. Alleys provide access to abutting properties for owners and <br />tenants. Alleys also provide access for service providers such as garbage service and <br />deliveries to businesses. Alleys do not serve as transportation routes for the general public in <br />getting from one place to another. Because alleys primarily benefit the abutting property <br />owners, it is reasonable to require the abutting property owners to bear the entire cost of alley <br />improvements. <br /> <br /> <br />
