If adopted, the 2003 CATS <br />Update would replace the 1993 CATS as the transportation refinement plan for the greater downtown <br />area. The City Council will be asked to adopt only the policies included in the Central Area <br />Transportation Study. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />The Central Area Transportation Study was most recently adopted in 1993 as the Central Eugene <br />Parking and Traffic Circulation Plan. <br /> <br />On April 9 2001, as key next steps to implement the Greater Downtown Vision, the City Council <br />initiated updates to both the 1984 Downtown Plan and the 1993 CATS. <br /> <br />On December 1, 2003 the City Council held a work session to consider the Draft June 2003 Central <br />Area Transportation Study. <br /> <br />On January 26, 2004, the City Council held a public hearing to gather testimony regarding the Draft <br />June 2003 Central Area Transportation Study. <br /> <br />Policy Issues <br />Should the 1993 Central Transportation Study be updated for consistency with the Eugene Downtown <br />Plan and to include the "Great Streets" concept? <br /> <br />Council Goal Action Priority <br />SUSTAINABLE COMMUNITY DEVELOPMENT <br />A community that retains a high quality of life anda healthy economy, effectively links landuse and <br />transportation planning, and successfully manages growth and change in the urban environment <br /> <br />The CATS policies support integration of land use and transportation planning through specific actions <br />related to the transportation system that implement the goals of the Eugene Downtown Plan.
