1. It is unlikely that the exemption will encourage favoritism in the awarding <br />of public contracts or substantially diminish competition for public improvement contract; <br />and <br /> <br /> 2. The awarding of public improvement contracts under the exemption will <br />result in substantial cost savings to the city. <br /> <br />2.1430(6) (i) Insurance. Insurance and service contracts as provided for under ORS <br />414.115, 414.125, 414.135 and 414.145. <br /> <br />State Law- No Findings Required. <br /> <br />2.1430(6) (j) Non-owned property. Contracts or arrangements for the sale or other <br />disposal of used abandoned property or other personal property not owned by the city. <br /> <br />Alternate Award Process. Other state laws govern disposal process in most cases. <br /> <br />Cost Savings and Other Benefits. Solicitation would be unnecessary expense. <br /> <br />Affect on Competition. None. <br /> <br />Affect on Favoritism. None <br /> <br />Other Factors. This exemption was in the city's prior contracting code. <br /> <br />Statutory Requirements. Based on the foregoing: <br /> <br /> 1. It is unlikely that the exemption will encourage favoritism in the awarding <br />of public contracts or substantially diminish competition for public improvement contract; <br />and <br /> <br /> 2. The awarding of public improvement contracts under the exemption will <br />result in substantial cost savings to the city. <br /> <br />2.1430(6) (k) Renewals. Contracts that are being renewed in accordance with their <br />terms are not considered to be newly issued contracts and are not subject to <br />competitive procurement procedures. <br /> <br />This is not an exemption. No Findings Required. <br /> <br />2.1430(6) (I) Sole source contracts. Contracts for goods or services which are <br />available from a single source may be awarded without competition. The purchasing <br />agent shall adopt rules under which a determination of sole source availability may be <br />made. <br /> <br /> <br />
