Alternate Award Process. Solicitation agent's discretion. <br /> <br />Cost Savings and Other Benefits. Avoids unnecessary expenditure. <br /> <br />Affect on Competition. No competitive market exists. <br /> <br />Affect on Favoritism. Not applicable where there is only one source. <br /> <br />Other Factors. This exemption was in the city's prior contracting code. <br /> <br />Statutory Requirements. Based on the foregoing: <br /> <br /> 1. It is unlikely that the exemption will encourage favoritism in the awarding <br />of public contracts or substantially diminish competition for public improvement contract; <br />and <br /> <br /> 2. The awarding of public improvement contracts under the exemption will <br />result in substantial cost savings to the city. <br /> <br />2.1430(6) (m) Sponsorship a,qreements. Sponsorship agreements, under which <br />the city receives a gift or donation in exchange for recognition of the donor. <br /> <br />Alternate Award Process. Solicitation agent's discretion. <br /> <br />Cost Savings and Other Benefits. This exemption allows the city to respond to <br />unsolicited proposals for revenue opportunities that would otherwise be unknown, or <br />unavailable. <br /> <br />Affect on Competition. <br /> 1. Mandatory open competition likely to discourage creative proposals from <br />sponsors. <br /> 2. Sponsorship often results from the match between a unique attribute of a <br />city event or asset and unique characteristics of the sponsor for which no competitive <br />market exists. <br /> <br />Affect on Favoritism. Minimal. <br /> <br />Statutory Requirements. Based on the foregoing: <br /> <br /> 1.
