g. EC 2.1430(6)(m) allows the city to take advantage of advertising <br /> opportunities to generate non-tax revenues. <br />h. EC 2.1430(6)(o) allows the city to temporarily extend contracts for <br /> goods or services to delay solicitation during an inflationary market, or <br /> when services are needed sooner than a solicitation can be conducted. <br />i. EC 2.1430(6)(p), concerning the temporary use of city-owned <br /> property, is a clean-up exemption to make the city's current code <br /> provisions concerning the licensing of city property valid under the <br /> new state law. <br />j. EC 2.1430(6)(q) expands the city's prior authority to purchase used <br /> property but also requires the city to make a record of the cost savings. <br />k. EC 2.1430(8), concerning the purchase of good and services using <br /> federal price schedules to incorporate a new provision of state and <br /> federal law making these items available to local governments. <br />1. EC 2.1430(9) replaces the deleted provisions of EC 2.1230(1)(o) <br /> concerning cooperative procurements to comply with new state law. <br />m. EC 2.1430(10) authorizes the purchasing agent to adopt rules for the <br /> award of concession agreements. In the past, these contracts have <br /> been handled as contracts for personal services, but this recognizes <br /> them as a unique class of contracts with potentially different rules for <br /> award. <br />n. EC 2.1440 has been expanded to comply with new state law which <br /> requires separate payment and performance bonds and to include new <br /> state law provisions concerning the bonding of hybrid contracts, such <br /> as design/build and CM/GC contracts and allows the exemption of <br /> bond under emergency circumstances. This section replaces the <br /> former $75,000 threshold for bid security with a requirement for bid <br /> security for all public improvement contracts when formal solicitations <br /> are used. This section raises the threshold for performance and <br /> payment bonds to $50,000 which is the threshold under the new state <br /> law. <br />o. EC 2.1450 expands the provisions of former EC 2.1255 to comply <br /> with state law for city council hearings on debarment or denial or <br /> revocation or revision of pre-qualification. It allows the city council to <br /> allocate the cost of a hearing depending on the outcome of the hearing. <br /> <br /> <br />
