Inasmuch as the Ordinances of the City of Eugene now in force <br />are inadequate to meet the present traffic needs of the City of Eugene in its <br />present rapid growth, and in order that such traffic regulations may be more in <br />harmony with the State Traffic Laws that now exist, and the enforcement of the <br />traffic ordinances and regulations being imperative, the Common Council finds <br />and declares that it is necessary for the immediate preservation of-the public <br />health and safety of the City that this Ordinance become effective immediately <br />and an emergency is hereby declared to exist and this ordinance shall take effect <br />upoiz its passage by the Common Council and approval by the l~rayor. <br />Passed by the Common Council <br />this 22nd day of February, 1943 <br />/s/ John Fields <br />Recorder Pro Tem <br />Approved by the Mayor this <br />23rd day of February, 1943. <br />/s/ Elisha Large <br />.Mayor <br /> <br />I <br />
