22 <br />ORDINANCE NUMBER 8764 <br />An Ordinance prohibiting dogs from running at large during the months of <br />April, May, June, July, August, and September in the City of Eugene, declaring <br />an emergency and providing penalties. <br />WHEREAS, The United States is engaged in a world-wide war which t~areatens <br />its existence, an d <br />WHEREAS, The National Administration ha called upon all citizens to adopt <br />every possible means of aiding in the vaar effort and in conserving the resources <br />of the country to that end, and has particularly emphasized the necessity of <br />creating a food reserve by means of Victory Gardens, and has called upon all <br />patriotic citizens to secure land and develop thereon a productive food garden, <br />and <br />WHEREAS, the Council will coincidentally with the passage of this Ordinance <br />publicly call upon all patriotic citizens owning dogs to keep them upon their <br />own premises during the emergency, and <br />WHEREAS, It is necessary that all citizens conform to the same patriotic <br />standard, <br />THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOV~FS: <br />Section 1. That the word "dog" as used in this Ordinance shall mean <br />male and female dogs, either sterilized or not and whether licensed or not:. <br />Section 2. It shall be unlawful during the months of April, PJfay, June, <br />July, August, and September of any year in the City of Eugene for any owner of <br />a dag to permit the same to run upon premises, streets or alleys other than the <br />property of its owner unless it shall be under leash. <br />Section 3. It shall be unlawful for any dog to run at large in the City of <br />Eugene during the months of April, May, June, July, August and September of any <br />year. <br />Section 4. All Police officers of the City of Eugene and any special officer <br />appointed by the Chief of Police and confirmed by the Council are hereby author- <br />ized and directed to take up and impound any dog or dogs running at large in the <br />City of Eugene during the months of April, May, June, July, August, and Septerber <br />of any year. <br />Section 5. The Chief of Police is hereby authorized and directed to secure <br />a suitable place in which all impounded dogs may be confined and cared for during <br />their detention. <br />Section 6. Any officer impounding a dog shall report to the Police Department <br />upon a slip to be furnished, a description of the dog impounded giving the size, <br />color, weight, sex, breed and apparent age and his license number if any.
