2.2 ~~ <br />-- ---------------- - -------------- <br />ORDINANCE NO. 8765 <br />An Ordinance providing for• the regulation of hotels, rooming houses and <br />lodging houses within the City of Eugene requiring permits and providing penalties <br />and declaring an emergency. <br />THE CITY OF EUGEIV'E DOES ORDAIN AS FOLLOV~zS: <br />Section 1. That commencing January 1, 1943, it shall be unlawful for any <br />person to conduct, keep, manage, operate or cause to be conducted, kept, managed, <br />or operated, either as owner, lessor, lessee, agent or attorney, any hotel, <br />rooming house or lodging house within the corporate limits of the City of Eugene <br />without having first obtained a permit from the Council entitling him so to do <br />as provided in this Ordinance. <br />Section 2. For the purposes of this Ordinance, the word "person" shall <br />mean and include natural persons, co-partnerships, corporations and associations, <br />and shall include per•Nons of both sexes. The word t1houset' shall mean and include <br />hotels, rooming and lodging houses. <br />Section 3. For the puuposes of this Ordinance, a hotel rooming house or <br />lodging house shall be and is deemed to be any house or building containing six <br />or more rooms vvhicri are kept and maintained for sleeping or lodging purposes and <br />which are offered to the public for rental or• hire, either- for steady roomers or <br />transients. <br />Section 4. No permit shall be granted to any applicant or to any hotel, <br />rooming house or lodging house e;xcept that the applicant shall b,e a person of <br />good moral character and shall be qualified in all respects to operate a hotel, ro <br />ing house, or lodging house, and in case of having operated such a house have a <br />good record as a law abiding citizen and having operated an orderly place; and <br />no permit shall be granted f'or the operation of any hotel, rooming house or <br />lodging house which hotel, rooming house, or lodging house does not conform and <br />comply with the regulations of the Ordinances of the City of Eugene generally <br />and particularly with respect to fire hazard, the Building Code, and sanitary <br />regulations. <br />Section 5. ~~Jhenever an application shall be made for a permit for• the <br />operation of a hotel, rooming house, or lodging house, the Council shall require <br />reports from the Chief of the Fire Department, the Chief of Police and from the <br />Chair-man of the Health Committeeof the Council as to the hotel, rooming house <br />or lodging house complying with the regulations and ordinances of their particular <br />departments and the Chief of Police shall make a particular examination and report <br />both a;_: to the character of the hotel, rooming Douse, or lodging house and of <br />the applicant witYi respect to their police record and if the Council shall be <br />satisfied that the applicant and the hotel, rooming house, or lodging house both <br />comply substantially with the foregoing requirements a permit shall be issued <br /> <br />
