228 <br /> <br />and in case trey shall find that either the applicant or the hotel, rooming house, <br />or lodging house does not substantially comply with the foregoing requirements, <br />the permit shall be denied; provided, however that in case the applicant shall <br />be agrieved at the denial of his ,application, that the Council shall permit the <br />applicant to be heard in person before the denial shall become absolute. <br />Section 6. Eacl2 permit shall run during the current calendar year and shall <br />terminate on the 31st day of December following the issuance of the permit; and it <br />is reserved to the Council the right at any tune for any of the reasons set out <br />in Section 4 to revoke any permit granted in the same manner as it vv~as previously <br />granted. <br />Section 7. 1~o permit issued under the terms of this Ordinance shall be <br />transferred or assigned without the consent of the Common Council. <br />Section 8. No person to whom a permit sha 11 be issued as provided in this <br />Ordinance shall suffer or permit the hotel, rooming house or lodging house to <br />which such permit relates, to be used as a house of ill fame, brothel, bawdy <br />house, or disorderly house, for the purpose of prostitution, fornication or <br />lewdness, or suffer any lascivious cohabitation, adultery, fornication or other <br />immoral practice to be carried on therein, or suffer or permit any disorderly <br />conduct in said hotel, rooming house, or lodging house, as disorderly conduct <br />is now or• may hereafter be defined by tl~e Ordinances of the City of Lugene. <br />Section 9. l~?o person to whom a permit shall be issued to conduct and operate <br />a hotel, rooming house or lodging house shall in said house sell, barter, exchange <br />oz' otherwise dispose of spirituous liquor, malt or vinous liquors, or suffer any <br />such liquor to be sold, bar•ter•ed or otherwise disposed of therin, except as <br />provided in the State Law of Oregon, or permit or suffer any gambling of any <br />kind therein. <br />Section 10. Every person totwhom a permit shall have been issued to conduct <br />a hotel, rooming house, or lodging house shall at all times keep a standard hotel <br />register in which shall be inscribed the names of all guests or persons rentir_g <br />or occupying rooms in such house, which register shall be signed by the persons <br />renting the room or• rooms, or by someone under his direct3.on. Such registration <br />must be made, and after the name or names are inscribed or registered the manager <br />of the house, orhis agent shall write the number of the room or rooms which said <br />guest or pez°s on is to occupy, together with the time when such room is rented. <br />All of which shall be done before such person is permitted to occupy such room <br />or rooms. Such register shall be at all times open to inspection`.'by any guest <br />of the house evherein such register is kept and to any executive or peace officer <br />the City of Eugene, or of the State of Oregon. <br />Section- 11. It shall be unlawful for any person to write or cause to be <br />written in any hotel register any other or different name than the true name of <br />such person, or the name b,y which sucl2 pez°s on is generally known. <br /> <br />
