3(~4 <br />Section 7. The polls shall be opened in each of said polling places at <br />f eight o'clock in the morning and shall be kept open until eight o'clock in the <br />i <br />1 evening on said election day. <br />Section 8. The first named Judge on said election board as provided for <br />in this ordinance shall be Chairman of the Board of which he is a member, and <br />the ballots cash at said election shall be counted, tabulated and returned to <br />i the City Recorder as provided by law. <br />t <br />Section 9. The City Recorder is hereby authorized and directed to give <br />nbtice of said election by publication in a newspaper of general circulation <br />i <br />in such cooperation and in such territory so proposed to be annexed, for the <br />~ period of four weeks prior to such election, a~:so by posting notices thereon <br />in four public places within such corporation and four public places in the <br />r <br />territory proposed to be annexed for a like period. Such notice shall dist- <br />' inctly state the proposition to be so submitted and shall designate espec- <br />ially the boundaries of the territory so proposed to be annexed and the elector. <br />shall be invited thereby to vote upon such proposition by placing upon their <br />ballots the words "For Annexation" or "Against Annexation". <br />} <br />Section 10. The Judges and Clerks, before entering upon the discharge <br />of their duties at such election shall each take and subscribed before an <br />~ officer authorized to administer the same, an oath, that he will honestly and <br />faithfully discharge his duties as such Judge or Clerk. In case of the absence <br />or inability of any Judge or Clerk so appointed to act at such election, then <br />the qualified electors present at the polls, bef6reeproceeding to vote, m~,y <br />choose an elector to act in his place from among the number, who shall duly <br />4 qualify as aforesaid before entering upon the discharge of his duties as <br />Judge or Clerk of such election. <br />WHEREAS, it is desired to submit to the electors of the City of Eugene <br />and the electors of the proposed annexed area a proposal for annexation, and <br />WHEREAS, the sanitary conditions, water supply and electric supply are <br />inadequate and constitue a menace to the health and safety of the people of the <br />propsed annexaed area, an emergency is therefore declared to exist and it is <br />necessary for the immediate preservation of the peace, health, and safety of <br />the City of Eugene, that this ordinance take effect immediately upon. its passage <br />and approval by the Mayor, and IT IS SO ORDERED. <br />Passed by the Common Council <br />phis 13th day of November, 1944 <br />/s/ John Fields <br />Recorder pro tem <br />Approved by the Mayor this <br />14th day of i~oi~ember, 1944 <br />1d/ Elisha Lame <br />Mayor <br /> <br />
