ATTACHMENTC <br />MINUTES <br />EugeneCityCouncil <br />HarrisHall,125East8Avenue <br />th <br />Eugene,Oregon97401 <br />July25,2016 <br />5:30p.m. <br />CouncilorsPresent: <br />#« ¨±¤3¸±¤³³µ¨ ¯§®¤ <br /> WORK SESSION: City Hall Discussion <br />A. <br />MOTION AND VOTE : <br />with friendly Councilor Evans, seconded by Councilor Pryor, <br />moved to direct the City Manager to investigate options for value engineering and possible <br />redesign of the current City Hall phase 1 in order to be ready to rebid the project in <br />February or March 2017, and return to council not later than November 15, 2016. <br />PASSED 5:3, <br /> Councilors Zelenka, Poling, and Clark opposed. <br /> Council discussion: <br />The butterfly lot should be taken off the table at this time. <br />City Hall is in the wrong location and it is the wrong plan. <br />There is value in engaging in conversations with the County as long as a conclusion is <br />reached by November. <br />It is advisable to accept bids now; delaying the project now will add costs. <br />The County’s proposal provides an opportunity to pause and work collaboratively. <br />MOTION AND VOTE: <br /> Councilor Evans, seconded by Councilor Zelenka, moved to direct <br />the City Manager to work with the County and the Court to investigate the following <br />possibilities: (1) a new city hall on the butterfly lot and a courthouse on the full city hall block; <br />(2) phase 1 of a new city hall as currently planned and a wrap-around courthouse; (3) other <br />options that may arise. Factors to consider include, but are not limited to, parking, phase 2, and <br />Farmer’s Market. The joint work with the County and Court shall be completed by November <br />15, 2016. This motion is contingent on the County agreeing to (1) obtain a judicial declaration <br />that removes any legal question about the deed restriction prohibiting city hall on the butterfly <br />lot, and (2) an arrangement acceptable to the City Manager whereby the County assists the City <br />PASSED 7-1, <br />in funding the analysis needed to evaluate the above options in this motion. <br />Councilor Zelenka opposed. <br />B. WORK SESSION: Cell Towers in Residential Areas <br />Planning Director Robin Hostick and City Attorney Anne Davies gave a summary on what the <br />City has done on code revisions for cell towers, what they learned from other cities, and what <br />proposed changes they are recommending. <br />MINUTES – Eugene City Council July 25, 2016 Page 1 <br /> Work Session and Meeting <br /> <br />
