Council discussion: <br />More information about what setbacks the County requires was requested. <br />Proposal looks very good; great balance without compromising residential livability. <br />MOTION AND VOTE: <br /> Councilor Evans, seconded by Councilor Zelenka, moved to <br />direct staff to prepare amendments to the city code, including items D-F as described in <br />PASSED 8:0. <br />today’s AIS, in addition to the previously directed amendments. <br />C. ACTION: Avago Technologies Enterprise Zone Investment <br />Community Development Manager Denny Braud gave a brief background, update, and review <br />of criteria on the proposed project. <br />Council discussion: <br />Proposal helps move both Council and cross-jurisdictional goals forward. <br />Avago will still pay taxes on the land. <br />Granting a two-year extension providing the company meets all requirements is <br />reasonable given the size of the investment. <br />This project is well-designed and has a public benefit. <br />Three million dollars is significant for Eugene in terms of lost tax money. <br />Avago is a good employer and a great addition to our community; however, the <br />additional tax exemption isn’t needed because the company already got a great deal on <br />the property. <br />MOTION AND VOTE: <br /> Councilor Evans, seconded by Councilor Zelenka, moved to <br />PASSED 5:3, <br />adopt Resolution No. 5166 for the two-year exemption extension. <br />Councilors Brown, Taylor, and Syrett opposed. <br />D. ACTION: Zone Change for 945/955 Coburg Road <br />MOTION AND VOTE: <br /> Councilor Poling, seconded by Councilor Pryor, moved to <br />direct the City Manager to initiate the rezoning of properties at 945 and 955 Coburg Rd. <br />PASSED 8:0. <br />to C-1. <br />Council discussion: <br />This has been an ongoing issue for many years; errors were made years ago. <br />There is some concern about the City setting a precedent. <br />It is not in the best interest of council to get involved in zone changes; however, this <br />was an error on the part of City planning. <br />Owner and neighbors worked together to resolve this issue and should be rewarded. <br />E.
