Council discussion:
Proposed camp will have a very small footprint; camps already in existence have been good
neighbors.
This is a County issue; seems appropriate for them to help find places.
Previous concepts were pilot programs that have worked; City should replicate them.
Camp sites need to be dispersed around the city; relax criteria.
In previous year, Harlow Neighbors were opposed to rest stops next to residential areas.
Concerned about proximity to residential area, bar, and illegal camp of Ward 4 proposal.
Most appealing thing about rest stops is they are authorized, everyone is vetted, and
they are supervised.
MOTION AND VOTE:
Councilor Evans, seconded by Councilor Zelenka, moved to authorize
(1) the City Manager to locate a rest stop for the NHS at either the Lone Oak or Amazon
Corridor properties with the final choice left to the City Manager after further investigation and
PASSED 7:1,
(2) up to two thousand dollars for the rest stop. Councilor Clark opposed.
MINUTES – Eugene City Council July 25, 2016 Page 3
Work Session and Meeting
